Why jalapenos not hot

I too have tried different sources and still run into the same problem, even at the local Mexican market. I wonder if chilies are being picked too soon? Seem to be hotter in my experience. For cooking, if you want to lower the heat of the chiles, cut the peppers in half, scrape out and discard the seeds and inner ribs use gloves and don't touch your eyes.
