Icons with hidden tools have a small arrow in the bottom-right corner of the icon button. If you click and hold down the mouse button on the Rectangular Marquee tool icon, you'll see that its hidden tools are the Elliptical Marquee, the Single Row Marquee, and the Single Column Marquee.
In addition to hidden variations, most tools have a context-sensitive Options bar. Essentially, an Options bar is a horizontal menu at the top of the main Photoshop window that lets you customize a tool.
Let's see an Options bar in action. Select the Rectangular or any other Marquee tool. At the top of the Photoshop window, you'll see a new row of icons and settings display.

To change the position of the Options bar, find the double vertical lines on the far left side of the bar, double-click the lines, and then drag the Options bar to where you want it.

Try using the Full Screen Mode With Menu Bar tool to increase the amount of workspace you have, while still letting you access the Menu bar options you need. The largest icon on the Tools bar helps you set foreground and background colors.
I would give you a hug in real life lol. The options bar seems to be at a fixed location on my screen. Why is this so? Is there no way to move the options bar to a location somewhere else rather than having to move the entire PS window so that the options toolbar is not blocking other parts of the PS window?
This seems to make no sense. The options toolbar below the main toolbar is missing. When I right clicked on the tool I want to use I saw the options for that specific tool. I elected the tool mode I want but the tool icon does not appear as illustrated in your demo. There is only one main menu bar. There is no sticky bar — the options bar is totally gone. I think I accidentally moved it to the extreme right and it is not visible…perhaps deleted.
My menu bar file, edit, are missing. They are being covered up by the options bar. This all happened when I switched to a different resolution on my Levono yoga tablet.
